BRONX, NY - As the NYPD Police Commissioner laid out a formal detail of yesterday’s ICE shooting, prostests in the Bronx heated up with clashes between cops and protestors. In the chaos conflicting claims are emerging as to whether a congressional candidate was the victim of police brutality or an agitator leading the clashes.


New York Police Commissioner Jessica Tisch laid out the timeline of a Bronx shooting involving federal immigration agents, confirming that at least one ICE agent fired seven rounds and stressing that the NYPD had no role in the federal operation before the gunfire.

The shooting left a man identified as Belgal wounded in the neck. A 5-year-old child, believed by police to be his son, was inside the gray Honda CR-V when the shots were fired. The child was not hurt, Tisch said. 


Video from the scene posted to social media shows the suspect sitting on the ground with his hands cuffed behind him as ICE agents secured the scene and began investigating. 


According to the commissioner, NYPD Argus cameras captured Belgal in the driver's seat as the Honda backed toward a parking spot. A plainclothes federal officer then approached the driver's-side window with his gun drawn.

Another plainclothes agent moved toward the driver's-side headlight as the vehicle began moving forward and out of the camera's view, Tisch said.


The cameras did not capture the actual shooting. Tisch said Belgal was struck in the neck, just below his left ear.


New York City Mayor Zohran Mamdani condemned the gunfire, questioning why federal officers fired so many rounds into a vehicle carrying a young child.

There are still conflicting reports at this time on Belgal’s injuries. Some news reports are claiming the suspect was shot in the neck while others claimed he was grazed. The social media video taken right after the shooting with the suspect sitting in cuffs does not appear to show blood on the white t-shirt he was wearing.


“There is no explanation for federal officers firing this many rounds into a car that has a 5-year-old in the car,” Mamdani said.


NYPD Officers Arrive to Find Man Handcuffed


NYPD officers responding to a nearby call rushed to the scene after receiving multiple reports of a shooting, Tisch said.


When they arrived, officers encountered several men wearing different types of clothing, including construction-style vests and face masks. At least one person was carrying a long gun, according to the commissioner.


Officers also found Belgal handcuffed and sitting on the ground.


Police placed him in an NYPD vehicle, where officers administered aid before taking him to NewYork-Presbyterian Allen Hospital. He arrived in stable condition, Tisch said.


The commissioner's account drew a clear line between the federal operation and the NYPD's response after the shooting.


Bronx Protest Turns Confrontational


The fallout spilled into the streets last night, as scores of protesters rallied in the Bronx and clashed with NYPD officers.


Videos circulating on social media showed tense confrontations between demonstrators and police, with officers pushing back crowds as the situation escalated.


In one clip, protesters lifted a metal barricade and appeared to use it to push officers backward. Police eventually pushed the group back and restored order.


Another video showed demonstrators surrounding a car as it slowly moved down the street. Several protesters appeared to push against the vehicle in an effort to stop it. The car was unmarked and did not appear to be a law enforcement vehicle.


Congressional Candidate Says Police Knocked Her Down


New York congressional candidate Darializa Avila Chevalie said she was knocked to the ground during the clashes.


Video of the incident showed a high-ranking officer wearing white being pushed to the ground by protesters near Chevalie. As officers moved the crowd back to give the commander room to get up, one officer appeared to push Chevalie backward, causing her to fall.


Chevalie's supporters subsequently took to social media, accusing police of assaulting the candidate.


Other reporters posting online characterized Chevalie as an organizer who was directing protesters during the confrontation. The competing accounts have fueled further debate over what happened in the street.


The videos offer glimpses of the disorder, but the full circumstances surrounding the individual confrontations remain unclear from the footage described.
